El Niño Is the Forecast.
Vulnerability Is the Story.
Kenya has better warnings, contingency plans and flood preparations than before. The real test is whether information can become protection before the October–December rains arrive.
El Niño has developed, and regional forecasters expect wetter-than-normal conditions across much of the Greater Horn during the October–December season. Kenya’s latest national outlook expects enhanced rainfall across most of the country.
Government agencies and counties are activating contingency plans. Nairobi says KSh2.4 billion in drainage and flood-mitigation works is under way. Preparation exists; implementation is now the question.
The Health Ministry has activated an El Niño contingency plan focused on cholera, typhoid, dysentery and other diseases that can spread when floods contaminate water and sanitation systems.
Nairobi has now mapped 246 potential flood-risk hotspots
New reporting on Nairobi County preparedness says authorities are working with a medium-impact scenario of 22,000–25,000 affected households. In a worst-case scenario, as many as 100,000 households could be affected during the October–December short-rains season. The latest reported mapping identifies 246 potential high-risk flood locations across the county.
These are scenarios, not predictions that 100,000 households will necessarily be flooded. The distinction matters: the higher figure describes a worst case, while the lower range is the current medium scenario.
Depth over speed. We are therefore not turning a new estimate into a conclusion before examining what sits behind it. In tomorrow’s edition, we will look in detail at the Nairobi risk assessment, the neighbourhoods most exposed, the meaning of the household estimates and what preparedness looks like on the ground.
Kenya does not need to be surprised by the next heavy-rain emergency.
The warning is already here.
On 18 August, the regional climate centre ICPAC said El Niño had developed and was expected to strengthen through the rest of 2026. Its October–December outlook points to wetter-than-normal conditions across much of the Greater Horn of Africa, with a 90 percent chance of enhanced rainfall over north-eastern Kenya and a high probability of seasonal totals above 400 millimetres in parts of central Kenya and the Lake Victoria Basin.
Kenya’s own late-August outlook is similarly clear: enhanced rainfall is expected over most of the country during the short-rains season, although meteorologists correctly caution that El Niño does not automatically produce extreme rain everywhere.
The state is preparing. National agencies have identified high-risk areas. Nairobi is clearing drainage and launching flood-mitigation works. The Health Ministry is pre-positioning supplies and strengthening surveillance for waterborne disease.
So the useful question is no longer whether Kenya has heard the forecast.
It is whether institutions can convert warning into protection — especially in communities where weak drainage, unsafe housing, poor sanitation and fragile public services already turn heavy rain into something more dangerous.
The warning exists. Now comes the harder part.
El Niño is a climate event. A flood disaster is a social and institutional event as well.
That distinction matters as Kenya prepares for the October–December 2026 short rains.
ICPAC says the current Pacific Ocean conditions show that El Niño has developed and is likely to strengthen. A positive Indian Ocean Dipole is also expected, a combination normally associated with enhanced rainfall across parts of East Africa. The regional forecast identifies 1997 and 2023 as useful analogue years — not predictions of identical outcomes, but reminders of what wetter seasons can look like.
Kenya’s National Climate Outlook Forum has now translated the regional signal into a national warning. Above-average rainfall is expected across roughly 80 percent of the country, with prolonged wet spells and occasional isolated storms possible. Rainfall patterns will still vary by place and time.
This uncertainty is important. El Niño should not become shorthand for an inevitable national catastrophe. Forecasts describe probabilities, not destiny.
But uncertainty is not an argument for waiting.
Kenya’s authorities already possess enough information to identify where the consequences of heavy rainfall are likely to be greatest. The Interior Ministry has highlighted 18 counties facing elevated risks that include flash floods, landslides, displacement, disease and infrastructure damage. County governments and national agencies are being asked to prepare before impacts occur.
The difference between 2026 and a genuinely unexpected emergency is therefore knowledge.
If the rains arrive broadly as forecast, surprise will no longer be an explanation.
Preparation on paper is not yet protection on the ground
The government is not doing nothing.
That matters, because criticism becomes less useful when it ignores measures that are actually under way.
The national government has mobilised disaster-management structures and repeatedly called for early action. Nairobi Governor Johnson Sakaja has convened a multi-agency preparedness team bringing together the county, roads agencies, disaster authorities, the Kenya Red Cross and other institutions.
Nairobi says KSh2.4 billion worth of drainage and flood-mitigation works is under way. Of that, KSh2 billion is allocated to works targeting 19 roads in flood-prone areas. Drainage clearing, river management and coordination between agencies are also part of the city’s preparations.
These are meaningful interventions. They are also racing against structural problems accumulated over years.
A drain can be cleared before October. A city cannot rebuild its drainage network, restore every damaged riparian buffer, correct decades of unsafe development and provide secure housing to every exposed household in a few weeks.
That is the difference between emergency preparedness and resilience.
Preparedness asks whether culverts are clear, medicines are stocked, emergency teams are ready and warnings can reach residents.
Resilience asks why the same neighbourhoods are repeatedly exposed in the first place.
Where a national forecast becomes a household problem
A July 2026 World Resources Institute study of flooding in Nairobi’s underserved settlements provides an uncomfortable answer.
Its central finding is that flood risk is created by an interaction: extreme rainfall meets settlement in floodplains, inadequate drainage, blocked waterways, degraded wetlands and riparian buffers, weak land-use enforcement, fragmented governance and limited household capacity to absorb losses.
The 2024 long-rains floods illustrate the consequences. WRI records 400–660 millimetres of rainfall during the season and says 20,968 families were displaced in Nairobi. Roads, bridges, sanitation, schools, transport, businesses and livelihoods were disrupted.
The lesson is relevant far beyond the specific communities studied by WRI.
In a place such as Korogocho, built beside the Nairobi River and close to the Dandora dumpsite, a national statement such as “above-normal rainfall” quickly becomes a series of household questions.
Can water drain away? Is a channel blocked by waste? What happens to sanitation when floodwater enters densely built residential areas? Is drinking water still safe? Can children reach school? Can a small business reopen after water destroys stock? Does an early-warning message reach residents in time — and in a form that allows them to act?
Then comes the most difficult instruction in many disaster plans: evacuate.
Evacuate to where?
That question is not an argument against evacuation. Moving people from immediate danger saves lives. It is a reminder that an administrative instruction only becomes protective when safe shelter, transport, information and a credible route back to ordinary life exist.
The rain may fall across a city. The ability to escape its consequences is not distributed equally.
Floodwater turns infrastructure failures into health risks
The Health Ministry’s preparations show how quickly a weather event can become a public-health problem.
On 29 August, the ministry said it had intensified surveillance and activated a multi-sectoral El Niño contingency plan. Priority risks include cholera, typhoid, dysentery, hepatitis A and other diarrhoeal illnesses associated with contaminated water and damaged sanitation.
The plan includes stronger disease surveillance, rapid-response teams, laboratory capacity, pre-positioned medicines and emergency kits, water-quality monitoring, chlorination and mobile water-treatment capacity. Counties are also being asked to prepare ambulances, referral arrangements, temporary clinics and backup power.
This is precisely the kind of anticipatory planning El Niño requires.
But the need for such measures also exposes the deeper vulnerability. Floodwater is especially dangerous where clean water and sanitation are already unreliable.
A resilient health response therefore cannot be separated from drainage, waste management, water infrastructure and housing.
The disease may be detected in a clinic. The conditions that allowed it to spread may have been created much earlier, somewhere upstream.
More rain is not only a threat
There is another reason to avoid treating El Niño as a synonym for disaster.
Enhanced rainfall can also improve water availability, pasture and agricultural production. Kenya’s environment officials have explicitly urged farmers, pastoralists and fishing communities to use seasonal information to make better decisions rather than viewing the forecast only through the lens of risk.
For areas recovering from dry conditions, better rainfall can be valuable. Reservoirs and groundwater can recharge. Pasture can regenerate. Farmers may benefit if onset, distribution and crop choices align.
But the same season can create gains in one place and losses in another.
Waterlogged fields, damaged roads, disrupted markets and livestock disease can erase agricultural benefits. Heavy rain can also increase food prices locally when transport links fail even if national production improves.
The economic question is therefore not simply whether Kenya receives more rain.
It is whether infrastructure and local planning allow the country to capture the benefits without repeatedly paying avoidable costs.
Africa3000’s assessment is that Kenya’s El Niño test is no longer primarily a test of forecasting.
The warning exists.
Regional scientists have identified the climate signal. Kenya’s meteorologists have issued a national seasonal outlook. Government agencies have mapped risks. Nairobi has announced major drainage works. The Health Ministry has activated a contingency plan.
That is progress.
The harder test begins when a forecast leaves the conference room.
Does a blocked drain get cleared before the first intense storm? Does a county health facility receive supplies before a road becomes impassable? Does a warning reach a household beside a river early enough to matter? If evacuation is necessary, is there somewhere safe to go? Are communities involved in deciding what protection actually works?
These questions matter because climate hazards and disasters are not the same thing.
El Niño may bring the rain. It does not create the vulnerability.
Vulnerability is produced over time — through infrastructure decisions, housing conditions, environmental degradation, unequal access to services and the quality of government.
Kenya cannot repair all of those weaknesses before October.
But it can make the coming season a test of something measurable: whether better climate information now produces earlier, more local and more credible action.
If the rains arrive as forecast, surprise will no longer be an explanation.
Kenya’s El Niño preparations offer European readers a useful way to understand climate adaptation beyond international conferences and funding pledges.
Kenya has comparatively sophisticated climate forecasting and a growing architecture of early-warning systems, county climate planning and disaster coordination. The challenge is the final kilometre between information and protection.
That gap matters for European development institutions funding urban resilience, water, health, agriculture and climate adaptation. It also matters for businesses whose supply chains depend on roads, ports, agricultural production and reliable urban infrastructure.
Most importantly, Kenya demonstrates why climate vulnerability cannot be measured by rainfall alone.
The same storm produces different outcomes depending on where people live, the infrastructure beneath them, the services available around them and the institutions responsible for acting before the water rises.
Climate adaptation therefore becomes a governance question.
The forecast is scientific. The distribution of protection is political.
- Forecast updates: ICPAC and Kenya’s meteorological authorities will refine weekly, monthly and sub-seasonal forecasts. Watch whether risk shifts geographically or the expected onset changes.
- Nairobi works: Track whether the announced KSh2.4 billion drainage and flood-mitigation programme moves from tenders and clearing operations into completed works before the heaviest rains.
- High-risk counties: Watch county contingency plans, especially where flash floods, landslides, river flooding or displacement risks are already mapped.
- Health readiness: The Health Ministry is pre-positioning medicines, diagnostics and water-treatment capacity. The first disease alerts will show whether surveillance and response systems are functioning.
- Community warning: The crucial last-mile test is whether warnings reach exposed communities early, locally and with realistic options for action.
